U.S. Bitcoin Reserve Bill Clears House Panel in 28-21 Vote

The House Financial Services Committee advanced the American Reserve Modernization Act on September 16 by 28-21. The bill would establish a Strategic Bitcoin Reserve under Treasury custody and create a separate stockpile for other digital assets.

The legislation would require federally held Bitcoin to remain in the reserve for at least 20 years. It also calls for public proof-of-reserve disclosures and third-party audits. Unlike an earlier proposal, the measure does not require Treasury to purchase a fixed amount of Bitcoin. Instead, it focuses on securing assets already held by the federal government.

The bill now heads toward consideration by the full House, but lawmakers have not scheduled a floor vote. It would then need Senate approval and a presidential signature before becoming law. The timing also matters because the current congressional session ends in January, creating a limited window for action.

Why it matters

The bill could give the U.S. Bitcoin reserve a statutory foundation, but its path through Congress remains uncertain. That uncertainty keeps BTC investors focused on the next House and Senate steps.
