Indonesia Tightens Stock Manipulation Rules After MSCI Warning Sparks Historic Rout

Indonesia announced tougher stock market oversight measures on October 26, 2026, following a historic selloff triggered by MSCI’s downgrade warning. The Indonesia Stock Exchange (IDX) will add independent experts and foreign investor representatives to its committee monitoring concentrated share ownership. Starting in November, the exchange will also investigate suspected coordinated trading and freeze suspicious investor accounts.

The reforms follow MSCI’s proposal to downgrade Indonesia from emerging-market to standalone-market status over concerns about opaque ownership and suspected market manipulation. The warning triggered the country’s deepest two-day stock market selloff on October 16 and 19, pushing its benchmark index to its lowest level since 2020. The IDX will also remove stocks with highly concentrated ownership from its main Jakarta index starting November 2. Its current monitoring list includes 80 companies.

Meanwhile, regulators extended rules allowing companies to repurchase shares without shareholder meeting approval until June 2027, subject to minimum free-float requirements. Indonesia has also strengthened ownership disclosures and imposed substantial penalties for trading violations. MSCI will accept feedback on its proposed reclassification until April 30, 2027, before announcing a final decision by June 30, 2027. Indonesian stocks fell approximately 0.6% in early Monday trading, while the rupiah weakened 0.4%.

Why it matters

A downgrade could force global index-tracking funds to sell Indonesian equities, increasing capital outflows. Stronger enforcement may help restore investor confidence and improve market transparency.
