IBM’s Anderon finalizes $1 billion CHIPS Act quantum foundry award

Anderon, an IBM subsidiary, finalized a $1 billion U.S. Commerce Department award under the CHIPS and Science Act on Wednesday. The funding will support research and development at Anderon’s 300-millimeter quantum wafer foundry in Albany, New York. IBM is also investing $1 billion of its own money into the venture.

The agreement converts a funding plan announced in May into a finalized award. Anderon will operate as a pure-play quantum foundry, producing wafers for companies across the quantum computing industry. Its initial manufacturing work focuses on superconducting qubit arrays and related quantum input/output and readout components. The company said its first quantum wafers are already running through the facility.

The award forms part of a broader $2.013 billion Commerce Department initiative supporting nine quantum companies and foundries. The program aims to expand U.S. quantum manufacturing and research capacity. Anderon’s facility could also give IBM and other quantum developers access to domestic production infrastructure as the industry moves toward larger-scale commercial systems.

Why it matters

The deal strengthens domestic quantum manufacturing capacity and expands IBM's infrastructure for scaling quantum hardware. It also increases government support for an emerging technology sector with potential long-term commercial applications.
